KDADS to Launch Statewide Home- and Community-Based Services Assessing Organization with Maximus on June 30, 2025

KanCare (Kansas Medicaid) can provide services for Kansans with different conditions and needs through the Medicaid Home and Community-Based Services (HCBS) Waiver program. This program allows the state to waive certain Medicaid program requirements and provide services for Kansans in their community instead of an institution, such as a nursing home. The Kansas Department for Aging and Disability Services (KDADS) oversees the HCBS Waiver program and Aging services such as PACE.

Beginning on June 30, 2025, strategic government support services company, Maximus, will partner with KDADS to provide a comprehensive assessing organization to complete assessments for several of the HCBS Waiver programs and PACE. Through this new role as Statewide Home- and Community-Based Services (HCBS) Assessing Organization, Maximus will be responsible for providing accurate and timely functional assessments to diverse populations across the state.

The HCBS waivers and other services the Assessing Organization supports include: 

Brain Injury Waiver Program (BI Waiver) 

Provides services for people who have a Brain Injury to ensure they can stay in their homes and be as independent as possible in a safe, healthy environment.

Frail Elderly Waiver Program (FE Waiver) 

Provides older adults with various personal, household and health-related services that promote independence within the community as an alternative to nursing home care.

Physical Disability Waiver Program (PD Waiver) 

Provides services for people aged 16-64 who meet the level-of-care criteria for nursing facility placement and need help with activities of daily living (ADL).

Program of All Inclusive Care for the Elderly (PACE) 

PACE is a program that provides medical and social services for older adults with ongoing daily care needs to stay independent and help them remain in the community for as long as possible.

  • Underserved and un-served populations
  • Individuals at risk of nursing facility placement
