Services and Programs

Core Services – As a Center for Independent Living, RCIL provides five Core Services to individuals with disabilities, their families and their community. These services are provided in both our core service area and community outreach counties and are generally provided by Independent Living Specialist (ILS), although many members of our staff assist in providing these services. The Core Services are: Advocacy, Information & Referral, Peer Support, De-Institutionalization, and Independent Living Skills Training.

Core-Related Services In addition to our five core services, we also offer several core-related services. These include our PEER Program and RCIL Friends groups.

Home and Community-Based Services – Home and Community-Based Services (HCBS) Waivers allow states that participate in Medicaid to develop alternatives for individuals who would otherwise require institutional care. At RCIL, we are a state-approved Financial Management Services (FMS) provider for several HCBS Waivers and also have additional payroll and billing and Targeted Case Management services.

Independent Living Services – In addition to the many services we offer that are funded through Medicaid waiver or state and federal grants, we also offer a variety of payment for performance services to help individuals with their choice to live independently.

Assistive Technology Services – RCIL is the North East Kansas access site for the Assistive Technology for Kansans (ATK) program and also participates in the Kansas Equipment Exchange (KEE). We have Durable Medical Equipment (DME) Loan programs, administer the Build-A-Ramp Program, and provide Assistive Technology services for Vocational Rehabilitation.

Blind and Low Vision Services – We offer a variety of services to assist Kansans who experience blindness or low vision; these include, Orientation and Mobility, our 5 Core Services tailored to blindness and low vision, Braille transcription and production, and an Assistive Technology Specialist specifically trained for blind and low vision assistance.

Community Education – Community education and outreach activities are preformed to increase public awareness of living with a disability. We provide Disability Etiquette and ADA Training and Surveying, Technical Assistance, Lunch and Learns, Disability mentoring Day events, Community Engagement activities, and are active in Social Media.
